Plans for multi-storey Perth hotel with a rooftop restaurant approved

A multi-storey hotel with a rooftop restaurant overlooking Ascot Racecourse and the Swan River has been approved for construction.

Strive Pty Ltd’s $40 million, 15-storey complex with 132 car parking bays, was given overwhelming support by the Metro Inner Development Assessment Panel, which voted 3-1 this week in favour of the development.

The plan proposes 226 hotel rooms, 22 serviced apartments, a restaurant, meeting rooms, a swimming pool, outdoor terraces, and would be located next to the Belmont RSL in an area of Ascot that features restaurants, as well as the nine-storey Quest and four-storey Ingot hotels.

Panel members Dale Page, Francesca Lefante, and Eugene Koltasz dismissed concerns raised by the City of Belmont, including objections from Belmont Mayor Robert Rossi, about potential overlooking of the neighbouring property, which includes a house and stables, at the back of the development.

Page said it was unreasonable to expect the developer to “prevent direct overlooking”, however she and her colleagues amended the plans to include horizontal screening to “minimise overlooking” of adjoining properties.

Deputy presiding member Ms. Lefante stated that the development was suitable for its setting along the busy Great Eastern Highway and among surrounding commercial properties, including the neighbouring residence with stables.

Lefante said the design was well thought out and included a “significant tower”.

“And I accept that is within the existing provisions of height and therefore within the framework as set in the current (planning) scheme.

“But it is unusual for us to see so little of the overall site being taken up with building and I think the inclusion of a significant (open space) area surrounding it is a positive outcome for the area.”

Koltasz commended the planned hotel’s 4.5-star quality, noting it would be unique along Great Eastern Highway between Tonkin Highway and the city, aside from the casino.

Rossi acknowledged it as an "outstanding building" but expressed concerns about its impact on neighbouring properties.

“Whether they are horses, whether they are commercial people, there will be an impact,” he said.

“I’m concerned that the horizontal screening won’t be enough. So for that purpose, I won’t be voting for this.”
